NJ's Lampitt Law (Statewide Transfer Agreement) guarantees admission with junior standing at NJ public 4-year schools for any student completing an AA/AS at an NJ community college. Rutgers-New Brunswick and its selective schools (engineering, business, pharmacy) still admit competitively.

Course requirements
Complete an AA or AS at an NJ community college: 60+ transferable credits including gen-ed per the Statewide Transfer Agreement.
Deadlines
Rutgers-NB priority: February 1 for fall. Most others rolling or March–May.
Watch out: The guarantee is admission SOMEWHERE in the NJ public 4-year system — not necessarily to Rutgers-NB. Rutgers-NB admits transfers competitively and specific schools within (RBS, SOE) have their own standards.
